Pakistan Telecommunication Company Limited (PTCL) is the largest telecommunication company in Pakistan. This company provides telephony services to the nation and still holds the status of backbone for country's telecommunication infrastructure despite arrival of a dozen other telcos including telecom giants like Telenor and China Mobile . The company consists of around 2000 telephone exchanges across country providing largest fixed line network. GSM, CDMA and Internet are other resources of PTCL, making it a gigantic organization. The Government of Pakistan sold 26% shares and control of the company to Etisalat in 2006. The Government of Pakistan retained 62% of the shares while the remaining 12% are held by the general public.

PTCL is also part of the consortium of three major Submarine communication cable networks: SEA-ME-WE 3, SEA-ME-WE 4 and I-ME-WE. In addition to wireline line operations, PTCL also provides fixed line service through its countrywide CDMA based WLL (Wireless Local Loop) network, under the Vfone brand name. In the cellular segment, the second largest cellular provider in Pakistan, Ufone, is also a wholly owned subsidiary of PTCL.[1]

History

From the beginnings of Posts & Telegraph Department in 1947 and establishment of Pakistan Telephone & Telegraph Department in 1962, PTCL has been a major player in telecommunication in Pakistan. Despite having established a network of enormous size, PTCL workings and policies have attracted regular criticism from other smaller operators and the civil society of Pakistan[citation needed].

Pakistan Telecommunication Corporation (PTC) took over operations and functions from Pakistan Telephone and Telegraph Department under Pakistan Telecommunication Corporation Act 1991. This coincided with the Government's competitive policy, encouraging private sector participation and resulting in award of licenses for cellular, card-operated pay-phones, paging and, lately, data communication services.

Pursuing a progressive policy, the Government in 1991, announced its plans to privatize PTCL, and in 1994 issued six million vouchers exchangeable into 600 million shares of the would-be PTCL in two separate placements. Each had a par value of Rs. 10 per share. These vouchers were converted into PTCL shares in mid-1996.

In 1995, Pakistan Telecommunication (Reorganization) Ordinance formed the basis for PTCL monopoly over basic telephony in the country. The provisions of the Ordinance were lent permanence in October 1996 through Pakistan Telecommunication (Reorganization) Act. The same year, Pakistan Telecommunication Company Limited was formed and listed on all stock exchanges of Pakistan

PTCL launched its mobile and data services subsidiaries in 2001 by the name of Ufone and PakNet respectively. None of the brands made it to the top slots in the respective competitions. Lately, however, Ufone had increased its market share in the cellular sector. The PakNet brand has effectively dissolved over the period of time. Recent DSL services launched by PTCL reflects this by the introduction of a new brand name and operation of the service being directly supervised by PTCL.

As telecommunication monopolies head towards an imminent end, services and infrastructure providers are set to face even bigger challenges. The post-monopoly era came with Pakistan’s Liberalization in Telecommunication in January 2003. On the Government level, a comprehensive liberalization policy for telecom sector is in the offering.

Last Year, in middle of 2005 Government of Pakistan had decided to sell at least 26 percent of this company to some private agency. There were three participants in the bet for privatization of PTCL. Etisalat, a Dubai based company was able to get the shares with a large margin in the bet.

Last year when Government was going to privatize the company there was country wide protest and strike by PTCL workers. They even disrupted Phone lines of some big Government institutions like Punjab University Lahore and many lines of public sector were also blocked. Military had to take over the management of all the Exchanges in the country. They arrested many workers and put them behind bars. The contention between Government and employees ended with a 30% increase in the salaries of workers.

There have been various changes in the company due to privatization. Such examples include the VSS (Voluntary Separation Scheme for its employees), ERP (SAP based), restructuring, B& CC (Billing and Customer Care Software) etc. Another seemingly minor change was change of brand identity (logo) that will present PTCL's new face after privatization, with greater focus on customer satisfaction and bringing about of new advancements in telecom for Pakistani consumers.

Company Profile

PTCL is the largest telecommunications provider in Pakistan. PTCL also continues to be the largest CDMA operator in the country with 0.8 million V-fone customers. The company maintains a leading position in Pakistan as an infrastructure provider to other telecom operators and corporate customers of the country. It has the potential to be an instrumental agent in Pakistan’s economic growth. PTCL has laid an Optical Fibre Access Network in the major metropolitan centres of Pakistan and local loop services have started to be modernized and upgraded from copper to an optical network. On the Long Distance and International infrastructure side, the capacity of two SEA-ME-WE submarine cable is being expanded to meet the increasing demand of International traffic.

PTCL Smart TV

Launched for the first time in Pakistan using the flexible Internet Protocol (IP) technology, PTCL’s Smart TV is service which allows customer to be more interactive and more in control with their TV service as compared to conventional TV broadcast or cable TV. Smart TV delivers television programs to households via broadband connection and requires a subscription, a set-top box, and offers key advantages over existing cable TV. Main features of PTCL’s Smart TV are:

Currently this service is available in 15 major cities: Karachi, Lahore, Islamabad, Rawalpindi, Gujranwala, Faisalabad, Peshawar, Sialkot, Multan, Sargodha, Jhelum, Wah Cantt, Taxila, Hyderabad and Abbotabad.

Instaphone is a telecommunication company in Pakistan.

Instaphone is the pioneer of cellular industry in Pakistan. The company was initially owned by Millicom International and were acquired later by the Arfeen Group.

The company, under a renewed license, is planning to role out a country-wide CDMA mobile network which would make it the only CDMA mobile operator in Pakistan to launch 3G services in Pakistan.

It is ranked at sixth number in terms of market share.*

Cancellation of License

On January 4, 2008,Pakistan Telecommunication Authority (PTA) terminated the license of Instaphone due to the company’s failure to pay outstanding dues for the license renewal fee they agreed to in April 2005 ($291MM). Pakcom, the company that runs Instaphone, failed to meet the payment schedule of $291 million for getting the operating license renewed for next 15 years from 2005.

Appeal against PTA

The Instaphone challenged the PTA's decison before the Islamabad High Court in an appeal. During pendency of the appeal, it also filed a writ petition challenging the Mobile Cellular Policy issued by the Federal Government in 2004 under which new licenses for cellular mobile services were awarded.

On April 14, 2009, The Islamabad High Court (IHC) dismissed the appeal filed by Instaphone. Both the appeal and the writ petition were dismissed by the court and PTA’s determination was upheld. However, the court extended the date for making the outstanding payment by Instaphone to May 06, 2009.

ZONG is the first International brand of China Mobile being launched in Pakistan.[1] The company is often cited as China Mobile (Pakistan).

ZONG is part of China Mobile Pakistan (CMPak), which is a 100% subsidiary of China Mobile. The pioneering overseas set up of China Mobile came through acquisition of a license from Millicom to operate a GSM network in Pakistan. So far CMPak has invested more than US$ 700 million[citation needed] in the telecom sector in Pakistan and an additional US$ 800 million[citation needed] will be invested till the end of year 2008.

Warid Telecom International is an Abu Dhabi based mobile telecommunication firm providing telephony services in Bangladesh, Congo, Pakistan and Uganda. Warid is expected to launch in the Ivory Coast and Georgia soon.

Bangladesh

In December 2005, Warid Telecom International LLC obtained a 15 year GSM license to operate as the sixth mobile phone operator in Bangladesh for 50 million US dollars.

Warid Bangladesh launched their operations on the 10th of May, 2007 and uses the code 16 preceded by the code number of Bangladesh +880. Warid Bangladesh has acquired a million subscribers within 70 days of launch.

The company started rolling out network from mid-2006. In less than a year, amidst much speculation, Warid Bangladesh launched their commercial operation with 26 districts – the largest ever launch in terms of network coverage and BTS Stations. Unlike its operations in other countries Warid Bangladesh uses the slogan be heard instead of we care.

Currently Warid Bangladesh provides both post-paid and pre-paid connection plans. The post-paid plan is branded and marketed across the country under the name Warid Post-paid. The pre-paid segment is branded and marketed as Warid Pre-Paid.

Vodafone, Etisalat line up to buy stakes in Warid

Two global cell phone giants have started negotiations with Warid Telecom to buy a 'majority' stake in its Bangladesh operations, company and telecom sector sources said Tuesday.

Britain-based Vodafone and the United Arab Emirates (UAE)'s Eitisalat began the talks with Warid's parent company Abu Dhabi Group more than a month's back as the two giants seek their presence in Bangladesh' s booming telecom market.[2]

This is not going to happen anymore.

In 2004, Warid Telecom International LLC, purchased a license for operating a nationwide mobile telephony network, (WLL) and long distance international (LDI) for $291 million US dollars and was the first venture of Warid Telecom International LLC.

Warid Pakistan launched its services in May 2005. Within 80 days of launch Warid Pakistan claims to have attracted more than 1 million. users[5]. According to Pakistan Telecommunication Authority, currently Warid Telecom has 18.14 million subscribers as of July 2009. It is ranked as the fourth largest operator in Pakistan. Warid Pakistan claims it has the largest "post-paid" subscriber base in Pakistan.

On June 30, 2007, Singapore Telecommunications Limited (SingTel) and Warid Telecom announced that they have entered into a definitive agreement subsequent to which SingTel will acquire a 30 per cent equity stake in Warid Telecom for an estimated $758 million — valuing the company at an enterprise value of $2.9 billion.

Zahi and Zem

Warid Pakistan provides both post-paid and pre-paid connection plans. The post-paid plan is branded and marketed across the country under the name Zahi Post-paid, which means leader or royalty. The pre-paid segment is branded and marketed as Zem Pre-Paid.

Zahi-Post-paid and Zem Pre-paid user enjoy various value added services(VAS), such as SMS, MMS, GPRS, 64K SIM, Dual SIM product, Corporate packages for product advertising via SMS, and a host of other features.

Telenor Pakistan is a Pakistani GSM cellular service provider, and is a subsidiary of Telenor, Norway. It has a subscriber base of 21.29 million as of July 2009(PTA figures).

History

Telenor acquired the license for providing GSM services in Pakistan in April 2004, and had launched its services commercially in Islamabad, Rawalpindi and Karachi on 15 March 2005]], and on 23 March 2005, Telenor started its services in Lahore, Faisalabad and Hyderabad. Telenor has its Corporate headquarters in Islamabad, with regional offices in Karachi and Lahore. On January 28, 2005, Telenor established its first call centre in Lahore. Telenor is the 2nd largest network of Pakistan after Mobilink.

The official opening was held in Islamabad with the Ex-President of Pakistan General Pervez Musharraf as the guest of honor and a Telenor delegation headed by CEO Telenor Jon Fredrik Baksaas along with CEO Telenor Pakistan Tore Johnsen. The inauguration call was made by Ex-President Pervez Musharaf to the Prime Minister of Norway. Now CEO of Telenor Pakistan is Jon Eddy Abdullah.

Ufone GSM is a Pakistani GSM cellular service provider. It is one of six GSM Mobile companies in Pakistan and is a subsidiary of Pakistan Telecommunication Company. It has a subscriber base of 20.05 million as of July 2009. It is currently owned by United Arab Emirates based Etisalat.

Introduction

The company commenced its operations under the brand name of Ufone from Islamabad on January 29 2001. Ufone expanded its coverage and has added new cities and highways to its coverage network.

PTML is a wholly owned subsidiary of PTCL. established to operate cellular telephony. The company commenced its operations, under the brand name of Ufone from Islamabad on January 29 2001.

During the year, as a consequence of PTCL’s privatization, 26% of its shares were acquired by Emirates Telecommunication Corporation (Etisalat). Being part of PTCL, the management of Ufone has also been handed over to Etisalat. During the year July 2005 to June 2006, further expanded its coverage and has added new cities and highways. Ufone has network coverage in more than 750 cities, towns and across all major highways of the country.

During the year Ufone completed the network expansion of Phase 4 in existing as well as in new cities and towns which amounted to more than US Dollar 170 million. As a result the asset base of the Company has increased from Rs. 20 billion to Rs. 27 billion.

During the year Ufone adopted the policy of simplified tariffs with no hidden charges, which resulted in positive impacts on the usage trends of subscribers as well as total subscriber base, which has increased from 2,579k in June 2005 to 7,487k in June 2006. Ufone currently caters for international roaming to more than 195 live operators across 119 countries and introduced International roaming facility for Prepaid subscribers in Saudi Arabia, United Kingdom, United Arab Emirates, Singapore, Portugal and Kuwait with lowest rates, featuring no security deposit and activation charges. GPRS Roaming facility is available with more than 75 Live Operators across 59 countries.

The company has also been awarded a new License for providing cellular services in Azad Jammu & Kashmir and the Northern Areas.

Operating Performance

Ufone’s operational performance has been very encouraging. Despite the stiff competition in Pakistan telecom market which has led to reduction of prices to bare minimum level, due to its aggressive policies and exercising strict control over expenses the Company managed to improve its revenue and after-tax profit by 87% and 54% respectively, as compared to last year.

Future Plans

In order to extend cellular network to new cities, towns and highways and enhance its current installed capacities in existing cities, Ufone has finalized a huge network expansion contract amounting to about USD 550 million, which will enhance the subscribers’ capacity by 10 million. This is the largest ever expansion project of Ufone.

Network upgradation

Under the agreement, Huawei will provide its future-oriented EnerG GSM solution to expand Ufone's network to cover over 2200 cities, towns, villages and all major highways in the country. The network also allows Ufone subscribers to have high-speed wireless data service.

The GSM contract for Ufone also include Huawei's new generation GSM dual density BTS that feature high integrated and receiving sensitivity to improve the network performance and lower the cost of network construction and O&M expenditure. In addition, Huawei will provide Mobile Softswitch solution based on the advanced R4 architecture to satisfy Ufone's network expansion requirements, enables the telecom service provider to evolve into 3G.

Privatization

The growth of the cellular sector in Pakistan can also be attributable to good governance policies of the government of Pakistan and the Privatization Commission. In April 2006, Emirates Telecommunication Corporation, which is commonly known as Etisalat, has assumed management contro

l of Pakistan Telecommunication Corporation Ltd – part of the $2.6bn deal to buy a 26% stake in PTCL. The successful privatization of PTCL, and consequently Ufone, is hailed as ushering in a new era for telecommunications in Pakistan.

Key accomplishments

Ufone has played a limited but significant role in the development of the cellular market in Pakistan. It was first to launch the GPRS services and Multi-media Messaging Service (MMS) and prepaid roaming in

Pakistan.

Performance

As mobile users in the country have reached over 76 million[2] at a very rapid pace, Ufone has maintained itself as the 2nd largest cellular operator in Pakistan with a subscriber base of around 20 million and a market share of nearly 25%. Pakistan Mobile Communications Limited, better known as Mobilink GSM, is a telecommunication service provider in Pakistan.

According to PTA statistics, Mobilink has 29.55 million customers by July 2009. Mobilink's Head office is located in Mobilink House, 1 A Kohistan Road, F-8 Markaz Islamabad.

Mobilink started operations in 1994 as the first GSM cellular Mobile service in Pakistan by MOTOROLA Inc., later it was sold to Orascom, an Egypt-based multi-national company.

Mobilink is the largest cellular service provider in Pakistan. Mobilink's corporate postpaid package is sold under the brand name "Indigo" and prepaid by the name of "Jazz".

n to cellular service, the Orascomm group is diversifying its service portfolio by setting up new businesses and also expanding through acquisitions. Recently, they started offering DSL broadband through a wholly owned subsidiary, Link.Net. Company is in place for launch of wireless broadband service through WiMax based technology.

With a softlaunch on 1 July 2008, Mobilink is now the second WIMAX internet service provider in Pakistan

. Currently providing services only in Karachi.

WiMax services will be sold under the brand name "Mobilink Infinity". Technology is backed by Alcatel, and company is using a ZYXEL Customer Premises equipment.

In addition to Mobilink, the Orascom group also owns TWA (Trans World Associates) which operates an undersea fiber optic cable from Karachi to Fujairah, UAE.
